Magic

Magic is new to the world of Teluria. While magic first appeared almost a millennia ago, it has only been understood for a little over a hundred years. There are no formal schools of magic, so only people born with an innate ability are able to cast magic.

Magic can be affected by the strength of the Reality Barrier. In the area where the Reality is weaker, magic is more powerful as the energy balance is tipped towards magic. These areas tend to be near places where Theta bombs were detonated. Where the Reality Barrier is stronger, magic is consequently harder to use and weaker than normal; these areas tend to be great distances from where Theta waves were released. In most areas of Teluria, the Reality Barrier has no effect on magic.

The effect of this is an adjustment to caster level when a spell is cast. In areas where the Reality Barrier is weaker, a spell caster is considered 1 level higher for determining affects tied to caster level including the spells range and damage. If the caster is already capable of casting the spell at its maximum, the caster can choose to increase one aspect of the spell by one level past its maximum.

In areas where the Reality Barrier is stronger the caster is considered one level lower for determining effects tied to caster level. This will not affect the ability to cast spells and will not lower any aspect of the spell below the minimum. The lower caster level does affect saving throw DCs.

By casting this spell the caster can make a DC 20 spellcraft check to determine the relative strength of the Reality Barrier in the immediate area. For each spell the caster has cast in the area, or that the caster has seen cast in the area he gains a +2. If the caster succeeds on the check then he knows if the area is normal, strong or weak. If the caster fails the check then he does not know for sure. If he fails the check by more than 5 then he gets a false impression determined by the Game Master.
